Dog owners in Delaware could soon be fined for their pet's barking https://www.nbcphiladelphia.com/news/local/dog-owners-delaware-fined-barking/3901419/ 3901419 post 8889003 Getty Images/iStockphoto https://media.nbcphiladelphia.com/2023/09/dog-attack.jpg?quality=85&strip=all&fit=300,200 Pet owners who allow their dogs to bark excessively could soon face fines in Delaware.

New legislation has passed through the state legislature and is now awaiting approval from Delaware Governor John Carney, a Democrat, that would introduce fines of up to $150 for each offense when owners allow their dogs to bark excessively.

According to the legislation, anyone who allows their dog to bark for “an extended period” — defined in the bill as continuously for 15 minutes or intermittently for 30 minutes or more — could be fined.

The bill notes that for a first offence, pet owners would receive a warning. For a second excessive barking offense, an owner could be fined $50. A third violation would cost $100 and, any subsequent violation could see pet owners fined $150 for each time.

There are, however, some exceptions to this bill. The act exempts barking dogs if a person is trespassing on private property or if an animal is intruding on private property and if the dog is being teased or provoked.

Any dogs located in animal shelters, pet stores, dog grooming facilities, veterinarian’s offices and animal clinics would not be included in this legislation.

Also, dogs that are engaged in hunting, training, dog exhibitions, lawful performance competitions and herding would be exempted from this legislation, as well.

If this legislation is signed into law, it would take effect a year after the Governor enacts the bill.

‘Bad to Bone': Delaware's own George Thorogood returns to where it started 50+ years ago https://www.nbcphiladelphia.com/news/local/university-of-delawares-george-thorogood-honor/3891598/ 3891598 post 9634725 Thomas Cooper/Getty Images https://media.nbcphiladelphia.com/2024/06/GettyImages-2153000453.jpg?quality=85&strip=all&fit=300,200 After 50-plus years of rocking the world, Delaware’s biggest university is raising “One Bourbon, One Scotch, One Beer” to the original “Destroyer” who is “Bad to the Bone” like no other.

On Friday, June 21, 2024, the University of Delaware honored native son George Thorogood with its Medal of Distinction.

The legendary rocker is currently on his 50th anniversary tour with the Destroyers. It all began on UDel’s campus half a century ago.

“The venue for Thorogood’s first public performance was a small bandstand in Lane Hall, a residence hall on UD’s campus, in 1973,” UD said in a news release. “He also played and attended shows at venues along Newark’s Main Street.”

Why that original gig?

“George once said he wanted to start a band, and that was good enough for me,” drummer Jeff Simon said. “Besides, the gig paid $150.” (Check out Thorogood’s website for more incredible details about that first show.)

Since that December day, Thorogood and the Destroyers have played thousands of concerts all over the world and sold millions of records.

So, what is the honor exactly?

“The Medal of Distinction, the University of Delaware’s highest non-academic honor, is awarded by the Board of Trustees,” UD said. “The award dates to 1979, with UD conferring it to those who have made significant cultural, humanitarian, scientific or intellectual contributions to society or in their profession. Thorogood is the first entertainer to receive UD’s Medal of Distinction.”

The university picked probably the perfect place to honor the “I Drink Alone” singer — The Green Mansion Bar at the Hyatt on East Main Street in Newark.

Rock on George!

Delaware high school teacher accused of physically and verbally abusing students https://www.nbcphiladelphia.com/news/local/delaware-smyrna-high-school-teacher-abuse-students/3886252/ 3886252 post 9618355 Getty Images https://media.nbcphiladelphia.com/2024/06/GettyImages-73977060.jpg?quality=85&strip=all&fit=300,200 A months long investigation led to the arrest of a Delaware high school teacher who is accused of abusing multiple students.

Back in February, the Smyrna Police Department said they received a report that Kanika Jackson, 40, of Smyrna – who was employed at Smyrna High School – was allegedly verbally and physically abusive towards students in class.

School resource officers and detectives immediately notified the Smyrna School District, who placed Jackson on administrative leave.

After a thorough investigation, police said it was revealed that on three separate occasions during this school year, Jackson placed her hands on students in a physical manner, causing them offense and alarm.

Police said in one instance, she allegedly grabbed a student’s hair and pulled it. In another, she is alleged to have grabbed a student’s neck and shaken them. In the final incident, she is alleged to have grabbed a student by the neck and pushed them into a wall.

On Wednesday, police said investigators took Jackson into custody without incident from her home. She was brought to the Smyrna Police Department and formally charged with three counts of offensive touching.

Jackson was released on her own recognizance pending a future court hearing, according to police.

Man charged after girl, 5, dies from fentanyl, cocaine exposure, police say https://www.nbcphiladelphia.com/news/local/man-charged-after-girl-5-dies-from-fentanyl-cocaine-exposure-police-say/3885144/ 3885144 post 9306759 NBCDFW.com https://media.nbcphiladelphia.com/2024/02/generic-fentanyl.png?fit=300,169&quality=85&strip=all A Delaware man faces charges nearly a year after a 5-year-old girl died from fentanyl and cocaine exposure.

On July 11, 2023, shortly before 6 a.m., a 911 call was made from a home on Palace Avenue in Claymont, Delaware, reporting an unconscious 5-year-old girl.

New Castle County police and medics responded to the home to provide aid to the girl who was later pronounced dead.

An autopsy revealed the girl died from fentanyl and cocaine toxicity.

Investigators later determined 28-year-old Keith Bulloch of Claymont, Delaware, was responsible for the girl’s death. On June 11, 2024, the Delaware Attorney General’s Office and detectives obtained an arrest warrant for Bulloch. Detectives located and captured him after chasing him on foot, investigators said.

Bulloch was transported to the New Castle County Police headquarters and charged with murder by abuse or neglect and resisting arrest.

Bulloch was arraigned and committed to the Howard Young Correctional Institution after failing to pay $1 million cash bail. Investigators have not revealed Bulloch’s relationship to the child.

‘A dream come true': Delaware native scores $1 million winning goal in soccer tournament https://www.nbcphiladelphia.com/news/local/million-dollar-goal-soccer-tst-delaware-chad-poarch/3883995/ 3883995 post 9612485 NBC10 Philadelphia https://media.nbcphiladelphia.com/2024/06/million-dollar-check.jpg?quality=85&strip=all&fit=300,169 A native Delawarean is celebrating big after winning $1 million for his soccer team during an international tournament earlier this week.

The Delaware-native soccer player and his team just won the popular TST that hosts teams from around the world for a seven-on-seven winner-take-all tournament.

La Bombonera is based out of a non-descript indoor complex in New Castle, Delaware, and had only trained together for a few weeks ahead of The Soccer Tournament that brings men’s and women’s teams from all over the world onto the field for a face-off.

The owner of the complex and his friend reached out to the best players they could find and asked them to make up a team that would ultimately defeat 47 other teams at the tournament.

Chad Poarch, 26, is originally from Middletown and is a University of Delaware alum who was the one to net the million-dollar goal during the winner-take-all tournament.

The newly-formed team is made up of mainly players from Mexico and they all came to Delaware to train together. Poarch is the only player on the team from Delaware, and you can be pretty sure they’re glad they got him.

“Just being the team from Delaware, he made it more special that someone from Delaware scored the winning goal,” Juan Perez, the general manager of La Bombonera, told NBC10.

It’s incredibly impressive! Footage from the stands shows Poarch steal the ball from his opponent and calmly race toward the net.

“Honestly when I was through the ball on breakaway, it was silent in my head, like it was quiet, and as soon as I hit the ball it was like a movie. Like, crowd went crazy,’ he said.

As he approached the goalkeeper, he managed to take a shot and the ball passed through the keeper and into the net.

In the video, the goalie is then seen landing on the ground and taking a seat as Poarch and his team celebrated their victory.

The La Bombonera team leaders are not sure what they’ll do with their piece of the prize money yet.

For Poarch? His parents were very happy to hear him on television explaining his plans for his newfound piece of the fortune.

“I’m so thankful he said what he said. He needs to pay off some student loans and credit cards and invest a little money. That made my day as a mother,” his mom Cynthia Poarch said.

Deciding which bill to pay off first isn’t a big problem, but coming down from the magic moment on Monday night? That is going to be much tougher for the soccer player.

“It is honestly a dream come true. I can’t even put it into words,” Poarch said. “I’m still on the high. I was crying this morning. I was crying yesterday and the day before. I’m still trying to come down.”

Poarch will have to keep training. La Bombonera is planning to head back to North Carolina next summer to defend their crown and get another one of the big fat checks.

The U.S. Women’s team also walked away with $1 million prize money after successfully beating out the other women’s soccer teams at TST.

Delaware man steals car, runs over staff member while trying to flee hospital, police say https://www.nbcphiladelphia.com/news/local/delaware-christiana-hospital-man-arrested-run-over-constable-fleeing/3883043/ 3883043 post 9609113 Google Maps https://media.nbcphiladelphia.com/2024/06/ChristianaCasre.png?fit=300,149&quality=85&strip=all A Delaware man – who was a patient at Christiana Hospital – has been arrested for felony assault and additional offenses after police said he stole a vehicle and ran over a hospital staff member before fleeing on foot.

According to Delaware State Police, on Saturday around 8:12 a.m., troopers responded to Christiana Hospital in Newark after receiving a report that a patient had fled from the hospital in a stolen vehicle following a hit-and-run crash.

Upon arriving, police said troopers learned the suspect – now identified as Larry Kelley, 36 of Newport, Delaware – was a patient in the Christiana Hospital Emergency Department.

Police said that they learned Kelley had become increasingly aggressive and ran out of the hospital. Multiple ChristianaCare Constables tried to stop him, but he was able to get inside an unoccupied and unserviced SUV that was sitting in front of the emergency department’s entrance.

Kelley then proceeded to strike a constable with the stolen SUV and drove over him as he fled out of the parking lot towards Churchmans Road, according to police. The constable was treated at the hospital for serious injuries.

A short time later, police said troopers found the stolen SUV abandoned in the area of East Newport Pike and Forest Drive and learned that Kelley had fled on foot.

Troopers, with the assistance of officers from the Newport Police Department, were able to find Kelley attempting to enter a house on Maple Road, police said. He was taken into custody without incident.

Police said Kelley was first medically cleared from the hospital before he was taken into custody.

Further investigation revealed that Kelley does not have a valid driver’s license, according to police.

Kelley was charged with assault 2nd degree, theft of a motor vehicle, theft under $1,500, resisting arrest, criminal trespass, driving without a valid license and additional traffic violations.

Suspected gunman killed by police after worker shot to death at Delaware senior living center https://www.nbcphiladelphia.com/news/local/gunman-killed-police-shooting-worker-delaware-senior-living-center/3877714/ 3877714 post 9594076 Google https://media.nbcphiladelphia.com/2024/06/Harmony-at-Kent-Senior-Living-Center-in-Dover-6-5-24.jpg?quality=85&strip=all&fit=300,152 Law enforcement officials in Delaware are investigating after troopers with the Delaware State Police shot and killed a gunman shortly after he, allegedly, killed a staff member at a senior living center in Dover on Tuesday.

According to police, the incident began when a 51-year-old Arnold Azamar from Camden, Del., was visiting a female relative who is a resident at the Harmony at Kent Senior Living Center, located along the 1400 block of East Lebanon Road in Dover, at about 5:25 p.m. on Tuesday.

The man, officials said, had been banned from the property in the past due to, what investigators called, aggressive behavior.

Police officials said, in a statement, that the man and his female relative were escorted outside of the facility by 59-year-old William Whitehead of Frederica, Del., a staff member at the senior living center.

Once outside, officials said, the Azamar punched the staff member and ran to his vehicle in the parking lot, where he grabbed a handgun.

Azamar then he fired one shot into a vehicle that belonged to one of his male relatives who was driving through the parking lot and then he took aim and shot the Whitehead.

After the shooting, Azamar stayed near his vehicle in the lot alongside his female relative as police arrived on the scene, officials said.

Then, officials said, state police troopers attempted to negotiate with Azamar before he, allegedly, raised his handgun, prompting troopers to fire at him.

Both Azamar and Whitehead were taken to a nearby hospital where they died of the gunshot wounds they suffered during the incident, police said.

State police officials said that the troopers involved in the shooting have been placed on administrative leave pending a use of force investigation that will be conducted in conjunction with the state’s Department of Justice.

Officials said an investigation is ongoing and they are asking anyone with information regarding this case to contact Detective D. Grassi by calling 302-365-8441 or emailing daniel.grassi@delaware.gov.

Information may also be provided by contacting Delaware Crime Stoppers at 1-800-TIP-3333.

Giant, parachuting Joro spiders could arrive in Pa., NJ and Del. this summer https://www.nbcphiladelphia.com/critter-corner/joro-spiders-pennsylvania-new-jersey-delaware/3877520/ 3877520 post 9062393 AP Photo/Alex Sanz https://media.nbcphiladelphia.com/2023/11/AP21302039513418-e1699562828163.jpg?quality=85&strip=all&fit=300,200 Arachnophobes, look away — there’s a giant invasive spider that could be coming to the tri-state this summer.

Joro spiders could start showing up in Pennsylvania, New Jersey and Delaware this summer, spreading up from the southeastern U.S., where they have been proliferating.

The yellow and black arachnids are native to East Asia, but the creepy invasive crawlers have been around in Georgia for about a decade. A fall of 2023 peer-reviewed study conducted by David Coyle, a scientist and assistant professor in the Department of Forestry and Environmental Conservation at Clemson University, found that the species is “here to stay” in the U.S. as it spreads rapidly around the country.

As of October 2022, the species’ range spanned at least 120,000 square kilometers across Georgia, South Carolina, North Carolina and Tennessee, according to the study. There were also reports of Joro spiders in Alabama, Maryland, Oklahoma and West Virginia. And the spiders are expected to make more East Coast states their home in the future.

“(The data from the study shows) that this spider is going to be able to inhabit most of the eastern U.S.,” Coyle said. “It shows that their comfort area in their native range matches up very well with much of North America.

“Barring some unforeseen circumstance, we expect the range of these things to continue expanding, likely to the north, and we’ve already seen that with some populations in Maryland.”

Adding to nightmares, the spiders are light enough to travel through the air by a process called “ballooning,” making it even easier for them to spread. The “spiders move through the air by releasing gossamer threads to catch the wind and go airborne, at the mercy of air currents and electric fields, although human-mediated transport cannot be discounted,” Coyle wrote.

Here’s what to know about the Joro spider:

What does a Joro spider look like, how big is it, is it dangerous?

Female Joro spiders, a.k.a.Trichonephila clavata, can have a body about 1 inch long and legs that span up to 4 inches, according to a 2022 Penn State Extension article. The females are brightly colored, whereas the males are brown.

But there is good news: Even though its palm of your hand size tends to freak people out, the species is relatively harmless to humans and pets.

Might Joro spiders arrive in the Delaware Valley soon?

The simple answer is maybe, but not to worry too much.

“In their native range, Jorō spiders can be found in relatively cold areas – the average January temperature of northern Honshu, Japan is 25–32 °F, similar to most of Pennsylvania,” the Penn State article said. “So it is likely that they will be able to spread throughout eastern North America at least as far north as Pennsylvania and possibly further in warmer, coastal areas.”

“Between 2014–22, Jorō spiders spread outward in all directions from the location they were initially found by 50–80 miles, or about 10 miles per year. At that rate, they may reach southeastern Pennsylvania in 35 years and northwestern Pennsylvania in 60 years. However, spiderlings are capable of moving tens to hundreds of miles via ballooning,” Penn State said. “Additionally, as they increase in numbers, the risk of human-mediated transport to new areas also increases. This means that the immediate risk of Jorō spiders appearing in Pennsylvania is relatively small but will increase year over year as they spread naturally, via high wind events, and through accidental human transport.”

NBC10 reached out to Pennsylvania wildlife officials to find out if the creepy crawlers might arrive soon. They didn’t immediately answer, but did suggest checking out the Penn State Extension.

In New Jersey, a New Jersey Department of Environmental Protection spokesperson said the agency is “not involved in the tracking or research of the Joro spider.”

While in Delaware, the Delaware Department of Natural Resources and Control suggested NBC10 reach out to the University of Delaware’s Department of Entomology and Wildlife Ecology.

UDel entomologist Dr. Doug Tallamy downplayed a potential Joro invasion. “It’s possible but very low on the list of things we should be worried about,” he wrote.

How did Joro spiders get to the U.S. to begin with?

Joro spiders are native to East Asia. It’s believed the species likely made its way to the U.S. via a shipping container.

Are Joro spiders orb-weavers?

Joro spiders are in the family of orb-weavers, which spin large, orb-shaped webs. They look similar to garden spiders and banana spiders.

Do Joro spiders fly?

The pattern in which Joro spiders have spread “suggests it is primarily driven by natural dispersal mechanisms, such as ballooning,” according to Coyle’s study. Ballooning is when spiders move through the air like a parachute by releasing “sail-like trails of silk that lift them up and off into the wind,” per National Geographic. (Want to get a bit freaked out? Read the full Nat Geo story.)

The study said human-mediated transport can’t be discounted, either, in regard to the spread of the species.

Are Joro spiders dangerous?

While Joro spiders may appear frightening to some, they are relatively harmless to people and pets, a University of Georgia study from last year said. In fact, that study found that Joro spiders “may be the shyest spider ever documented.”

The spiders will only bite if they’re cornered and even then their fangs likely wouldn’t be large enough to pierce human skin, according to the University of Georgia study.

“Our paper shows that these spiders are really more afraid of you than the reverse,” said Andy Davis, lead author of the study and a research scientist in UGA’s Odum School of Ecology.

Another positive about the spiders: they don’t want to go inside homes, according to Coyle. They will instead spin webs on the outside of houses or other structures. If a Joro spider needs to be moved, Coyle suggests using a broom or stick to place it elsewhere.

What do Joro spiders eat?

Joro spiders aren’t exactly picky eaters. Coyle said they “don’t seem to care what gets in their web.” The spiders eat mosquitoes, yellowjackets, stink bugs and even spotted lanternflies.

“They’re just as likely to eat brown marmorated stink bugs as they are to eat a Monarch butterfly,” he added. “To say they’re more beneficial than another spider is just simply wrong — they’re a spider — and if something gets caught in their web, it’s going to get eaten. And they don’t care if it’s a rare native pollinator and there are only a few of them left in the world or if it’s a brown marmorated stink bug.”

An interesting find from Coyle’s study is that Joro spiders are displacing native species, along with having other negative impacts. But it’s unclear exactly why other species are being negatively impacted by Joro spiders.

“These are not just benign spiders coming to catch and kill bad things; these are pushing out native species and catching and killing whatever happens to get in their webs,” Coyle said. “Are they bad or good? It’s very nuanced depending on your perspective.”

What to Know

  • Police have announced the arrest of a 14-year-old in connection to a New Castle, Delaware, gun shop heist early on May 27, 2024.
  • Someone with a flatbed truck “rammed the door of Millers gun shop the previous night, that’s when all the weapons were stolen,” New Castle County Police Senior Cpl. Richard Chambers said.
  • On Friday, May 31, 2024, Delaware State Police announced that the same teen charged in the gun shop heist was also accused in several recent burglaries and a knifepoint robbery in the Wilmington area.

Police in Delaware have announced the arrest of a teenager in a slew of recent thefts, including this week’s gun shop smash-and-grab heist where a flatbed truck was used.

New Castle County police announced Friday morning that a 14-year-old had been charged with 16 felony firearm theft charges, burglary, car theft and other counts in early Monday, May 27, 2024, theft at Millers Gun Center at West Jackson Avenue and U.S Route 13 in New Castle, New Castle County police said.

The arrest actually happened the day after the heist as details of the smash-and-grab came to light, police said.

“Through investigative measures, Detectives with the Criminal Investigations Unit were able to identify a 14-year-old male from Wilmington as the suspect,” New Castle County police wrote. “Subsequently, on Tuesday, May 28, 2024, Officers from the New Castle County Mobile Enforcement Team located the juvenile in a vehicle and took him into custody without incident.”

The 14-year-old — who wasn’t named since he is a minor — was arraigned and sent to the New Castle County Detention Center after being unable to post $79,000 cash bail.

Same teenager connected to several other Delaware thefts

Delaware State Police then connected the boy to several other recent robberies and burglaries.

“After the arrest, it was discovered that the 14-year-old male was also connected to multiple incidents within the Delaware State Police’s jurisdiction,” county police wrote. “Detectives from the Delaware State Police were notified, and they effectively resolved several significant cases as a result.”

The first heist connected to the Wilmington teen was on May 15, 2004, just before 9 p.m. when state troopers responded to a knifepoint robbery at the Walgreens at 802 Philadelphia Pike in Wilmington, Delaware State Police said.

“The investigation revealed an unknown male suspect approached a Walgreens employee at the front counter and demanded money from the registers while pointing a large knife at her,” state police wrote. “The employee complied, and the suspect fled on foot.”

Around 2:15 a.m. on May 17, 2024, troopers found that someone had broken into Belak Flowers located at 832 Philadelphia Pike, Wilmington, using a rock to smash a window, state police said. The thief in the flower shop heist stole cash, other items and the keys to a Chevrolet Express van that was driven away from the scene and recovered later that same day at the Paladin Club Condominiums in Wilmington.

NBC10 later obtained surveillance video of the flower shop theft.

Then from May 22 to May 27, state police said they investigated four similar burglaries at medical centers in North Wilmington — Pure Wellness, Dougherty Dental Solutions, Wilmington Medical Associates and Synergy Integrated Health.

“In each burglary, an unknown male suspect gained access into the medical center by utilizing a tool or brick to break glass doors/windows and stole medical supplies and money from within,” state police said.

State police, county police and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) then connected the same 14-year-old boy to all the recent thefts.

In the thefts being handled by state police, the boy is charged with multiple counts of burglary, one county of robbery, car theft and several other charges. His bond for those cases was set at $25,000 cash, state police said.

Gun shop heist drew attention to alleged crime spree

A person called police after seeing a flatbed truck backed into to the front door of a longtime Delaware gun shop early on Memorial Day.

“While officers were enroute, a passerby called 911 to report that they witnessed a flatbed truck backed into the front door of the store,” police wrote in a news release. “Officers arrived at the store and discovered the store had been broken into, several firearms had been taken and the truck was gone from the area.”

As of Tuesday morning, a section of the brick side of the gun shop — which dates back more than six decades — was boarded up. That section where there was a door and the hours of the shop posted had been bashed in, leaving debris inside and outside the gun shop.

Gun shop owner Bob Miller told NBC10 that the store specializes in sport rifles and shotguns, but that mostly handguns were stolen.

“It’s a violation to all of us and it’s obviously a public safety issue,” Miller said.

The gun shop had two metal bars on the metal door and surveillance cameras.

“They must have backed into the building at a pretty hard pace, a fast speed to be able to break through,” Miller said.

The store alarms also went off, alerting police to the heist, but by the time they arrived, the thief or thieves were gone.

Miller said on Friday that he was worried because not all of the 16 stolen guns were recovered.

Investigators on Tuesday got a call that a flatbed truck believed to be used in the heist was found on the other side of U.S. Route 13, New Castle County Police Senior Cpl. Richard Chambers said.

The truck “rammed the door of Millers gun shop the previous night, that’s when all the weapons were stolen,” Chambers said.

Police could be seen surrounding the vehicle in a dry cleaners parking lot. Chambers said the truck was stolen from a Claymont warehouse off Interstate 95 — about 11 miles away — about 1 hour before the heist. The thief cut through a fence and then smashed through the locked gate.

The flatbed truck was later towed away. It wasn’t clear why it took more than 24 hours to track down the truck even though it was less than 100 yards away.

Chambers said county detectives were working “tirelessly” with the ATF to track down the thieves and stolen guns.

County police continue to ask anyone with info to contact Detective Diksa at Dakota.Diksa@newcastlede.gov or (302)395-8030. Tips can also be sent to Delaware Crime Stoppers and the ATF online.

‘We can win our girls back': Officials react to ‘surge of girl-on-girl gang violence' in Wilmington https://www.nbcphiladelphia.com/news/local/officials-react-surge-girl-on-girl-gang-violence-wilmington-delaware/3872153/ 3872153 post 9578513 NBC10 https://media.nbcphiladelphia.com/2024/05/Johnson-girl-gangs-5-30-24.jpg?quality=85&strip=all&fit=300,169 As the City of Wilmington, Delaware experiences, what community leaders called, a “recent surge of girl-on-girl gang violence,” they have gathered to call for solutions to address the “escalating issue.”

On Thursday, city officials and community leaders gathered for an event to discuss how they are hoping to address the problem.

“We are standing together to address a pressing and heartbreaking issue within our community—girl gang violence,” said Councilwoman Zanthia Oliver, in a statement ahead of the day’s event. “This is not just a law enforcement challenge; it is a community challenge. Every young woman in our district deserves to feel safe, supported, and valued. We must invest in their futures, provide them with positive alternatives, and unite as a community to break the cycle of violence. Let us be the change-makers, the advocates, and the protectors of our youth. Together, we can build a safer, stronger, and more hopeful future for all.”

Pastor Derrick Johnson from Joshua Harvest Church told members of the press that the day’s event follows a number of attacks from over the past two weeks where young girls in the community have been targeted by gangs of consisting of girls in area parks.

“Our young girls are getting in gangs. How do we respond society? How do we respond as people?” asked Johnson.

He said that, after community leaders saw similar issues in the past when boys would get involved in gang violence, they wanted to issue a call for action on girl-on-girl gang violence before issues escalated.

“We must all come together at this moment to address the root causes of violence among our young ladies, and work toward effective solutions that will help us save our young girls from this girl-on-girl gang culture in our city,” said Johnson. “The recent incidents of violence among our young ladies are deeply troubling, and they all deserve a safe environment to grow and thrive. This seems to be a growing epidemic throughout the nation.”

During the day, one girl, Semajah Norris-Clayton, said she worries that she will be a target of violence in the area.

“I should be able to walk my little brothers to the park. I should be able to be outside and have fun in my teenage years,” she said. “I shouldn’t have to walk around with mace and tasers and stuff like that just to make sure that nobody is going to ambush me when I walk to the bus stop.”

Another young girl, Ashley Flowers, 12, said she was attacked by by a group of girls in a park earlier this week.

“I feel like, I should not be scared to come outside,” she said. “I should be able to feel safe and protected when I walk out of my house.”

As a significant portion of the violence takes place within her district, Councilwoman Oliver (D-3rd dist.) said, in a statement, that she has been actively engaging with her constituents to combat the issue.

As what could be fueling the problem, Johnson said that these issues may sometimes come from online arguments that turn into real world attacks. He’s hoping that, by working together, community leaders can find ways to keep that from happening.

“All of us together can do this. We can win our girls back. We can get them out of these criminal lifestyles and we can keep our children safe,” said Johnson.

Driver crashes into home in Dover, Del., kills woman inside https://www.nbcphiladelphia.com/news/local/driver-crashes-home-dover-del-kills-woman-inside/3870062/ 3870062 post 9566885 Getty Images/iStockphoto https://media.nbcphiladelphia.com/2024/05/tlmd-policeline5-1.jpg?quality=85&strip=all&fit=300,200 The Delaware State Police are investigating after a driver crashed a vehicle into a home in Dover, early Tuesday, killing a woman inside the property.

According to state police officials, the incident happened at about 2:42 a.m. on Tuesday, when a Honda Accord, traveling westbound along Forrest Avenue in the area east of Artic Drive, was traveling too fast to negotiate a curve in the roadway.

The vehicle, officials said, lost control and veered off the southern edge of the roadway before it struck a mailbox and continued on into a home along Forrest Avenue.

The vehicle came to rest inside the residence and, officials said, the driver fled the scene on foot.

However, as a result of this crash, a 56-year-old woman who lived at the home, sustained severe injuries and, officials said, she was transported to a nearby hospital by first responders where she was pronounced.

On Wednesday, law enforcement officials identified the woman as 56-year-old Dawn Dimartino of Dover, Del.

The roadway, officials said, was closed for approximately three hours over the course of the evening to all while investigators to examine the scene and clear the roadway.

The Delaware State Police are asking anyone who may have witnessed the crash or has information relevant to the investigation is urged to contact Master Corporal J. Lane at (302) 698-8457.

Information may also be provided by sending a Private Facebook Message to the Delaware State Police or contacting Delaware Crime Stoppers at 1-800-847-3333.

Delaware College of Art and Design to close its doors at end of spring semester https://www.nbcphiladelphia.com/news/local/delaware-college-of-art-and-design-closing/3867630/ 3867630 post 9564101 Google Maps https://media.nbcphiladelphia.com/2024/05/Delaware-College-of-Art-and-Design-Closure.jpg?quality=85&strip=all&fit=300,169 Delaware College of Art and Design, a private art school in Wilmington, announced Thursday it will be closing its doors at the end of the spring semester.

The college said they will be “winding down operations in the coming weeks” before closing permanently.

DCAD has faced ongoing challenges, including – a shrinking pool of college-age students, rising operational costs and unexpected issues surrounding the new Free Application for Federal Student Aid, college officials said.

“This decision was incredibly difficult, and we explored every possible avenue to avoid it,” DCAD President Jean Dahlgren shared in a news release. “However, declining enrollment over several years, including for the upcoming year, has made it impossible for us to continue effectively offering our educational programs.”

The college has agreements with the Pennsylvania College of Art and Design and Moore College of Art and Design to accept incoming students and rising second-year students, including the credits they had earned at DCAD.

On Saturday, school officials shared an update after representatives from these schools worked to help students plan their transitions.

“We understand this news may cause stress and uncertainty,” Dahlgren said. “We are dedicated to minimizing the impact on our students during this transition and  are committed to helping our faculty and staff pursue future opportunities.”

Founded in 1997, DCAD was made possible by a partnership with Pratt Institute and the Corcoran College of Art and Design.

The college offered associate degree programs in animation, fine arts, game art, graphic design, illustration, and photography/video.

Have you seen this yellow bike?: Del. family searching for stolen adaptive bicycle https://www.nbcphiladelphia.com/news/local/adaptive-bike-stolen-delaware/3864768/ 3864768 post 9555465 Paula Broody https://media.nbcphiladelphia.com/2024/05/image-44-3.png?fit=300,169&quality=85&strip=all A special kid in Delaware is hoping to get his bike back after it was stolen from his backyard. It’s an adaptive bicycle that was custom-made for him for his special challenges.

His mom tried to get the bike back and is now asking for the public’s help to track it down.

On Thursday, Paula Broody saw a group of young men riding bicycles on Governor Printz Boulevard near Claymont, Delaware, and quickly realized they were her bikes.

“I approached the individuals, hit the horn, they dropped the bikes and ran away,” Broody said.

She got a video of the guys as they took off in the direction of Interstate 495. She said she was happy they didn’t put up a fight and that they just left the bikes, especially her son Bryce’s three-wheeler that was donated and customized specifically for him.

But, the story doesn’t end here. Bryce’s bike was just too big to throw in the back of the car, so Broody came up with plan B.

Since she didn’t have a way to get it home, she stashed it in a wooded area. By the time she was able to go back and retrieve it, it was gone once again.

“It took me ten minutes,” she said. “By the time I came back to the main road, Bryce’s bike was gone.”

She can’t be sure if the original thieves came back and took it again, or if someone else decided to snatch the bike. Either way, it belongs to her son Bryce.

The family isn’t even focused on the thieves, it’s all about the bike.

The bicycle is a yellow three-wheeled tricycle with a wire basket in the back that has red reflectors.

If you see the bike or know who has it, please call New Castle County police.

“The bikes are something that he was able to work safety, social skills and make some friends. It was a really cool bike. People would approach him and say, ‘Hi Bryce, how you doing?’ It gave him an opportunity to be part of the community,” his mom said.

The non-profit that originally gave Bryce the bike is no longer operating, but the founder says she can try to find him a new bike if his big yellow buddy doesn’t show up soon.

Residents can go back to using their water as normal without boiling it first.

Water company Veolia Water originally issued the warning for nearly 800 customers in the Town of Newport on Tuesday morning after crews were called to the water main break on North Mary Street.

All customers of the water service who live in the highlighted section in the picture below were in the impacted area. Homes on and north of Ayre Street were under the advisory.

Crews with Veolia restored water service to all customers in the impacted area on Tuesday, but issued the boil water advisory as a precaution after consulting with the State of Delaware Office of Drinking Water.

Officials with the company said that their team collected water samples that were submitted to state-certified laboratories for quality assurance.

‘FCANCER' plate leads to judge ruling Delaware vanity plate rules allow viewpoint discrimination https://www.nbcphiladelphia.com/news/local/fcancer-license-plate-delaware/3861351/ 3861351 post 7300039 Kari Lynn Overington https://media.nbcphiladelphia.com/2022/08/FCANCER-license-plate-Delaware.jpg?quality=85&strip=all&fit=300,225

What to Know

  • A federal judge says Delaware’s vanity license plate program is unconstitutional because it allows for viewpoint discrimination by officials in deciding whether to approve applications.
  • Tuesday’s ruling came in a lawsuit filed by a breast cancer survivor whose license plate was recalled in 2021 because it contained a “perceived profanity.”
  • A spokesman for the Delaware Department of Transportation said the agency is reviewing the court ruling.

Delaware’s vanity license plate program is unconstitutional because it allows officials to discriminate against certain viewpoints when deciding whether to approve applications, a federal judge has ruled.

Tuesday’s ruling came in a lawsuit filed by Kari Lynn Overington, 43, of Milton, a breast cancer survivor whose “FCANCER” license plate was recalled in 2021 because it contained a “perceived profanity.” Overington filed a lawsuit that year challenging the decision, and the American Civil Liberties Union later took up her case.

“I’m very grateful that I was able to have my voice heard. What they were doing was wrong,” Overington told The Associated Press on Wednesday.

In a deposition last year, Overington testified that when she applied for the vanity plate, she explained that it meant “fight cancer.” DMV officials asked her about Facebook posts showing her wearing a T-shirt reading “f—- cancer” and celebrating her “f—- cancer” anniversaries, using an expletive and not the word “fight.”

A spokesman for the Delaware Department of Transportation said the agency will review the decision before commenting on it and the future of the vanity plate program. A DOT attorney said at a March court hearing that Transportation Secretary Nicole Majeski had talked about getting rid of all vanity plates.

Although the lawsuit stemmed from Overington’s feelings about cancer, it exposed how the Division of Motor Vehicles has handled attempts by drivers to express themselves, including those taking aim at President Joe Biden with “Let’s Go Brandon” criticisms.

In ruling for Overington, Judge Gregory Williams rejected the DMV’s arguments that the alphanumeric combination of letters and numbers on vanity plates constitutes “government speech” and can be regulated as officials see fit.

The DMV based its argument on a 2015 Supreme Court ruling allowing Texas to prohibit the Sons of Confederate Veterans from creating a specialty license plate design featuring a Confederate battle flag. Williams noted that the Texas case involved the background art and designs on specialty plates, not the alphanumeric text. Since then, courts in California, Maryland, Rhode Island and Tennessee have ruled that alphanumeric text on vanity plates is private speech, while Hawaii and Indiana courts have said it is government speech.

“This court agrees with the majority of courts on this issue,” wrote Williams, declaring that Delaware’s regulations permit viewpoint discrimination and are unconstitutionally overbroad and arbitrarily enforced.

Unlike in Delaware, Hawaii’s rules are more defined and objective, simply banning “vulgar” words while including details about which dictionary should be consulted, the judge noted.

In Delaware, no vanity plate can be issued if it is “considered to be obscene” by DMV officials. The regulations also state that plates that make “unflattering statements about any particular group or raise politically sensitive issues” should be referred to top administrators for review.

DMV records disclosed in the lawsuit illustrate the arbitrary approach officials have taken in denying vanity plates, using terms such as “negative,” “questionable,” “mean,” “evil,” “inappropriate,” “disgusting” and “could be offensive.”

In making their decisions, officials frequently relied on the “Urban Dictionary,” a crowd-sourced website that invites people to submit and define slang words and phrases. In one case, officials combined two acronyms found on the site to conclude that “SNDNSNW” did not really mean “sand and snow.”

“A lot of them, you really got to scratch your head,” ACLU attorney Dwayne Bensing said Wednesday. “You kind of saw a race to the bottom … as to who could have the most dirty-minded interpretation.”

DMV officials have been particularly sensitive about vanity plates with possible sexual innuendo and those aimed at Biden. “Let’s Go Brandon,” and any of its permutations, for example, are off limits. The phrase dates to a crowd chant after a NASCAR race in Alabama in 2021. The crowd chanted “F— Joe Biden” during a televised interview with race winner Brandon Brown, but an NBC reporter incorrectly said fans were shouting “Let’s go, Brandon.”

Although Delaware DMV official Charles Gourley declared “FJOEB” to be “defamation to our current sitting president,” even the name “Brandon” is problematic. A driver wanting “FJBLGB6,” explained that it referred to “kids names,” but DMV official Robyn Bose instead described it as “hate speech and fighting words and vulgar.”

Delaware is not the only state where officials are sensitive to vanity plates critical of the president. An Ohio man filed a federal lawsuit earlier this month after his application for a vanity plate reading “F46 LGB” was rejected in 2022. That same year, Alabama officials reversed course and allowed a gun store owner to keep a vanity plate reading “LGBF JB” after initially telling him it would not be renewed.

According to Delaware State Police, on Thursday around 9:48 p.m., troopers responded to a report of a robbery at the Valero gas station located at 796 Old Baltimore Pike in Newark.

Police said the preliminary investigation revealed that an unknown suspect armed with a gun approached a Valero employee at the counter and demanded money from the register.

After the employee complied, police said the suspect placed his firearm on the counter while he placed an undisclosed amount of cash in his pockets.

That’s when the employee grabbed the firearm from the counter and pointed it at the suspect, police said.

Police said the suspect fled from the store but immediately returned and demanded the employee to return the firearm.

The employee then proceeded to fire one round at the suspect and that’s when the suspect again fled from the business, according to police. Troopers at the scene recovered the firearm from the employee.

It is unknown if the suspect was injured, and there were no reported injuries at the area hospital, police said.

Police describe the suspect as a man wearing dark-colored clothing. There are no available surveillance videos of images of the suspect.

Univ. of Delaware student banned from campus, charged after vandalizing Holocaust memorial https://www.nbcphiladelphia.com/news/local/university-delaware-student-banned-vandalizing-holocaust-memorial/3857822/ 3857822 post 4677234 Cargoudel / CC https://media.nbcphiladelphia.com/2019/09/20200208-University-Of-Delaware.jpg?quality=85&strip=all&fit=300,169 Police said a University of Delaware student — who has since been banned from campus — now faces three misdemeanor charges, including a hate crime offense, after vandalizing a Holocaust memorial at the school and, allegedly, going on an antisemitic tirade.

According to law enforcement officials, Jenna Kandeel, 23, has been charged with hate crime offences, criminal mischief and disorderly conduct charges after she, allegedly, damaged flags at a Holocaust memorial at the University of Delaware on May 8.

According to officials, Kandeel then made “vulgar statements” about the Jewish community and the Holocaust.

Police officials claim Kandeel admitted the vandalism when she was taken into custody.

In response to the incident, Delaware’s Attorney General Kathy Jennings said that there was no room for antisemitism in this day and age.

“We have a proud history of protecting free speech in this country, including and especially political dissent,” said Attorney General Kathy Jennings. “But we need to be lucid enough to recognize the daylight — miles of it, in this case — between protest and hate. The Holocaust is not ancient history. Eighty years later, the world’s Jewish population still has not recovered; its survivors are still with us; and I fear that we still have not learned its lessons. Seeing this ignorance on display, particularly in an increasingly antisemitic climate, should be a wake-up call. We still have work to do.”

16-year-old boy killed, another teen injured in shooting at carnival outside Concord Mall https://www.nbcphiladelphia.com/news/local/16-year-old-killed-shooting-carnival-concord-mall/3856275/ 3856275 post 9531414 NBC10 https://media.nbcphiladelphia.com/2024/05/Concord-Mall-shooting-5-12-24.jpg?quality=85&strip=all&fit=300,169 Police in Delaware are investigating after a teen boy was killed and another critically injured in a shooting outside of the Concord Mall in Wilmington, Delaware, on Saturday night.

According to the Delaware State Police, on Saturday, May 11, 2024, at about 10:45 p.m., troopers responded after a shooting in the parking lot of the Concord Mall, along the 4700 block of Concord Pike, in Wilmington, to find two teenagers that had been shot.

Officials said that troopers began life-saving efforts on both boys and they were immediately transported to nearby hospitals.

However, despite the efforts of first responders, officials said a 16-year-old boy — who police provided no further identifying details on — was pronounced at the hospital, while the other, a 17-year-old boy, was placed in “serious” condition, according to law enforcement officials.

According to the state police, an investigation into the incident found that a fight is believed to have broken out at the entrance to the L.E.A.D. Fest Carnival that was being held across from the Concord Mall in the adjacent parking lot.

During the fight, officials said, an unknown suspect is believed to have pulled out a firearm and fired several shots — striking the two teens.

Officials said the suspect then fled in an unknown direction.

An investigation into this incident, police said, is ongoing.

The L.E.A.D. Fest Carnival posted a flyer on its social media stating that the carnival would be closed Sunday night due to the weather and giving their condolences.

On Monday, the carnival was closed by order of the mall management The carnival was scheduled to run through Sunday, May 19.

“We are deeply saddened by the tragic act of violence that took place this weekend, and our hearts are with its victims,” Concord Mall Management said in a statement. “The final days of the carnival have been canceled, effective immediately.”

“I’m sad someone lost their life my prayers go out to their families,” Nick De Mauro, L.E.A.D.S executive director, said. “It says we need to intensify our prevention efforts to reach more children, to reach more people to make good decisions. This is exactly why this charity is in business.”

Teen crashes off Delaware road into kids walking home from school – 1 boy dead, police say https://www.nbcphiladelphia.com/news/local/2-juvenile-pedestrians-injured-in-a-car-crash-in-new-castle-county-officials-say/3851461/ 3851461 post 9516434 https://media.nbcphiladelphia.com/2024/05/image-63.png?fit=300,169&quality=85&strip=all Two children walking home from school were struck by an SUV in New Castle County, Delaware, Monday afternoon, leaving one boy dead and another hurt.

Paramedics and police were called to the 2400 block of Faulkland Road in Wilmington just after 4 p.m. for a collision with pedestrians hit, New Castle County Police said.

“When the officers arrived at the scene, they learned that a maroon Hyundai Santa Fe operated by a 17-year-old male was traveling westbound on Faulkland Road approaching Centerville Road, when the Hyundai Santa Fe crossed the double yellow line into the opposite lane of travel and struck a 10-year-old male and a 12-year-old male that were on the sidewalk on the south side of Faulkland Road,” county police said.

“After striking the two pedestrians the Hyundai Santa Fe continued traveling until it struck the home on the southwest corner of the Faulkland Road,” police added.

The 10-year-old was transported to a children’s hospital where he was later pronounced dead, police said. While the 12-year-old child was treated for his injuries at a children’s hospital and released.

The 17-year-old driver was also transported to the hospital where he was treated and released.

Police said the SUV struck the children and ran into a home on the street.

“I saw from when the car came across the street and went over the concrete. I saw him hit the one kid and the kid went flying into the yard and then he hit the corner of the guy’s house, hit the front of his car and then came to a stop in my friend’s yard,” a neighbor who asked not to be shown on camera said. “He had to be doing at least 60 or 70 if not faster.”

A crossing guard who has been working at this intersection for twelve years was there at the time of the crash. He spoke with the family of the young victim and was back at work on Tuesday to support and comfort the other kids who count on seeing him every day.

A witness told NBC10 that the driver called his mother crying once he got out of the car.

Neighbors hope New Castle County and DelDOT consider some safety upgrades at the intersection.

“Yes, it’s a very dangerous corner,” neighbor Essie Burke said. “They’re jumping the light and they’re going too fast.”

Both Faulkland and Centerville roads were closed for hours before reopening around 9:25 p.m.

An investigation into the crash is ongoing as police are working to reconstruct the crash to see how it happened.

As the small memorial at the crash site grows, police say this is a good time to remind everyone that when you’re driving a car, younger or older drivers, you can’t afford to lose focus.

‘You took my baby girl from me,': Mom reacts as 2 charged in slaying of teen at Delaware State Univ. https://www.nbcphiladelphia.com/news/local/2-dover-men-charged-death-teen-killed-visiting-delaware-state-university/3851101/ 3851101 post 9485883 Provided https://media.nbcphiladelphia.com/2024/04/Camay-Mitchell-De-Silva-Lead-Photo.jpg?quality=85&strip=all&fit=300,169 Law enforcement officials in Dover, Delaware, on Monday, announced the arrests of two men for their suspected involvement in the shooting death of an 18-year-old woman who was visiting Delaware State University on April 21.

On Monday, officials announced the apprehensions of Destry Jones, 20, and Damien Hinson,18, both of Dover, for their suspected roles in the shooting death of Camay Mitchell De Silva, 18, of Wilmington.

Dover Police Department Chief Thomas Johnson Jr. told reporters that both men have been charged with murder and gun offenses as well as attempted murder charges connected to two other men from Dover.

“I want to express my deepest condolences to the family of Camay De Silva. Camay’s family has been in our thoughts from the moment this senseless act of violence occurred and our hope is that these apprehensions can help begin the process of healing,” Johnson said.

In detailing what led to the deadly shooting, Johnson noted that neither Jones nor Hinson were enrolled as students at Delaware State University and they have no affiliation to the school.

As detailed by Johnson, De Silva — whose family told NBC10 that she was visiting the school as she planned to pursue a degree in Computer Science there — was killed after shots were fired on the campus in the area of Gate 3 along College Road at about 1:40 a.m. on Sunday, April 21.

At that time, officials said there was also a report of a fight on campus, near the Tubman-Laws dormitory and participants had fled across College Road.

Further, Johnson said, at about that same time, police received a call after De Silva’s body was discovered on the ground near Warren-Franklin dormitory, after she had been shot in her head.

Her body was situated to the north of the breezeway that connects the east and west sections of that dorm and Warren-Franklin dormitory is located in the immediate vicinity of Tubman-Laws dormitory, Johnson noted.

“As we have previously released, Miss De Silva was not involved in this altercation and we do not believe she was the intended target of the gunfire which originated from the breezeway area,” he said.

Follow up investigation, Johnson said, revealed that Jones and Hinson were, allegedly, part of the group involved in an altercation at the Tubman-Laws building with two other men, aged 20 and 21.

After a physical altercation, Johnson claimed Jones and Hinson fled from the fight and “took part in firing the shots that claimed the life of Miss De Silva.”

He said that Jones was arrested on May 2 at an apartment in New York City and, later that same day, Hinson was taken into custody in the parking lot of Gateway West Shopping Center, along the 1000 block of Forrest Ave., in Dover.

Jones is being held in New York where he is awaiting extradition and, Johnson said, Hinson is in custody in the Sussex Correctional Institution on cash bail exceeding $3 million.

During the day’s announcement, Shanelle De Silva, Camay’s mother, said that it was “good to hear” that the two men were arrested in her daughter’s slaying.

“In a way, it felt good to hear, the day before her funeral, that they apprehended two people for it. she said. “I know that there’s a long process to go, but it’ felt good to know that ‘s a little better feeling that there will be someone to pay for what they did to Camay”

Also, when asked what she might want to say to the men accused of killing her daughter, De Silva said that she hoped they felt regret for their actions that day.

“I hope you can live with what you did and that guilt eats you up, because you took my baby girl from me,” she said.

Police were called to Alvil Road in Vilone Village, Elsmere, at around 1:40 p.m. on Saturday in response to a shooting.

When officers arrived, they found the victim with a gunshot wound to the lower extremities. The victim was transported to the hospital and placed in “very” critical condition, according to the police.

A preliminary investigation found that the victim was walking with a group of friends on Alvil Road when a gray Sedan pulled up. One person, armed with a gun, got out of the car and fired multiple gunshots before the Sedan fled the scene, speeding down Alvil Road in the direction of New Road, police said.

The shooting took place in the front yard of Emma Warrington who lives at the corner of Alvil and Rigdon roads.

“I heard like a gunshot and was like oh my god they’re shooting, I hit the floor,” Warrington said. “Apparently, he was shot and laying down right here. And that’s when his friends grabbed him and drug him all the way down the road.”

Law enforcement released some details on Facebook about the shooting, saying the suspects were all wearing masks and there was one shooter.

“My mom was sitting right there, she could have been shot through the window,” Warrington said.

Warrington’s home where the shooting happened didn’t have surveillance cameras but police are asking anyone in the area that does have a system to check the video.

Elsmere police say the victim remains in critical condition at this time. Officials have not released his identity.

Police ask public for help in solving 1978 Delaware cold case https://www.nbcphiladelphia.com/news/local/police-ask-public-for-help-in-solving-1978-delaware-cold-case/3844953/ 3844953 post 9497886 https://media.nbcphiladelphia.com/2024/04/Wilmington-Delaware-cold-case.jpg?quality=85&strip=all&fit=300,169 Police are seeking the public’s help in identifying and determining the cause of death of a man whose body was found in Wilmington, Delaware, 46 years ago.

On April 8, 1978, police were called to a landfill on the 600 block of Terminal Avenue where they found the body of a man. The man was believed to be 17 to 25 years of age and may have been at that location for up to seven years before his body was discovered, police said.

More than four decades later, the Wilmington Police Department’s Cold Case Unit continue to work to identify the man and determine a cause of death. Investigators also determined the man had a severe pelvic deformity that would have caused him to walk with a noticeable limp on his right side and he may have used crutches or a cane.

Wilmington Police partnered with Moxxy Forensic Investigations, a group that provides genetic genealogy services to help law enforcement agencies identify unidentified people. The group believes the man likely had African American ancestral ties to South Carolina and Delaware. Moxxy also identified surnames that the man could have had, including Harris, Ray, Rodger and Dukes.

Anyone who believes they are related to the man should contact Kaycee Connelly of Moxxy Forensic Investigations at kaycee@moxxyforensics.com or visit Moxxy’s website to learn more about how you can help.

If you have any information on the man, including a possible identity or cause of death, please contact Cold Case Investigator Steven Rizzo at 302-576-3937 or Detective Devon Jones of the Wilmington Police Department’s Criminal Investigations Division at 302-576-3631.

From governor to mayor? Delaware's John Carney sets sights on new city leadership role https://www.nbcphiladelphia.com/news/politics/john-carney-wilmington-delaware-mayor-campaign/3844673/ 3844673 post 9497075 handout from John Carney's campaign https://media.nbcphiladelphia.com/2024/04/Governor-Carney-Filing-4.29.24.png?fit=300,292&quality=85&strip=all Delaware Gov. John Carney is looking to stay in an executive leadership role — albeit a smaller one — after he leaves Dover.

The two-term Democrat on Monday announced his campaign to become the mayor of Wilmington.

“During my seven years as Governor, we’ve invested more in the City of Wilmington than any administration that came before us,” Carney said in a news release on April 29, 2024. “Our state can be successful only if our city is successful. It’s as simple as that. We’ve driven new job creation in Wilmington, invested more than ever in affordable housing, expanded the Port of Wilmington, and built the first new public school in 50 years. As Mayor, I would stick to those priorities and focus on the future of our city.”

He filed the paperwork to run for mayor with the Delaware Department of Elections.

Carney is term limited as the 74th governor of Delaware. A longtime Wilmington resident, Carney previously served as lieutenant governor of Delaware and as the state’s lone congressperson in the U.S. House of Representatives.

Were he to win, Carney would be going from leading a state of just over 1 million people to leading a city of less than 72,000 residents.

The smaller constituency isn’t phasing Carney’s resolve to stay in public service.

“I will work with state officials, school districts, and community leaders to improve public education in city schools,” Carney said “I will prioritize expanding affordable housing in Wilmington. I will invest in small and minority-owned businesses across the city. And as we’ve done at the state level, I will protect taxpayer dollars and make sure the city has a strong, sustainable financial position. I’m running for mayor because I love our city – and I believe Wilmington needs an experienced leader to move us forward.”

Fellow Democrat and former state treasurer Velda Jones-Potter is the only other candidate to announce a candidacy, at this point.

In October 2023, Democratic Wilmington Mayor Mike Purzycki announced he wouldn’t seek a third term as mayor.

“With deep regret but with satisfaction that this is the right decision, I am announcing that I will not be a candidate for mayor in 2024,” the Democrat wrote in a “letter to the people of Wilmington.”

Delaware’s primary election is set for September.

On April 25, shortly after 11:30 p.m., Delaware State Police responded to a distress call from a woman on her way to Delaware State Police Troop 2 in Newark. The woman said she was being chased by her ex-boyfriend, identified by investigators as 20-year-old Noah Howell of Seaford, Delaware.

The woman accused Howell of striking her vehicle multiple times with his blue Hyundai Santa Fe. The woman arrived at the Troop 2 parking lot and Howell struck her vehicle again with the Hyundai, investigators said.

Howell then got out of his SUV and climbed onto the hood of the woman’s car, according to police.

Howell then ignored commands from responding state troopers, got back into his vehicle and began accelerating when a trooper tried to stop him through the open driver’s side window, officials said. The trooper was then thrown from the SUV, according to investigators.

As Howell fled, he then crashed his SUV into two vehicle barrier posts in front of Troop 2 before fleeing the parking lot, officials said.

Howell then entered the property of the nearby William Keene Elementary School and drove through a metal fence before fleeing toward Pulaski Highway as the troopers pursued him, officials said. Howell then crashed into a Dart bus at the intersection of Route 1 and Route 72, officials said. Howell then tried to escape on foot but was captured, according to investigators.

State police said Howell smelled like alcohol. The troopers searched his vehicle and found multiple empty liquor bottles, according to investigators.

Howell was taken to the hospital and treated for non-life-threatening injuries before being placed into custody. Three troopers were also injured, treated and released from the hospital.

Howell is charged with criminal mischief, disregarding a police officer, resisting arrest with force of violence, reckless endangerment, resisting arrest, criminal mischief, driving a vehicle while under the influence of alcohol, driving while suspended or revoked, aggressive driving and other traffic violations.

He was arraigned and committed to Howard R. Young Correctional Institution on a $32,700 cash bond.
